In response to the directive mandating all government Ministers and their deputies, Board Members of State Enterprises and Parastatals including senior Civil Servants and members of Constitutional Commissions among others, to declare their assets in writing no later than February 28, Zimbabweans are responding.
The people are calling on coup-plotters and usurpers-in-arms, Emmerson Mnangagwa and General Constantino Chiwenga together with their growing band of military chiefs occupying the top pillars of civilian government to publicly declare all their assets for the sake of transparency and accountability.
They are are also calling on the entire illegitimate cabinet and career politicians within the imposed, military government like Obert Mpofu, Patrick Chinamasa and Simon Khaya Moyo to similarly declare all their assets if they are serious about tackling the scourge of endemic corruption engrained within the pillars of government.
The directive which was issued on January 23 states that the written Declaration of Assets to be submitted should include the following:
- Details of all immovable property owned by the Public Servant, or those in which he/she has an interest in.
- Any item of closable property exceeding $100 000.00 in value, owned or leased by the individual concerned or in which he or she has any other interest.
- Any business in which the individual has an interest in and/or in which he or she plays a part in running. The nature of the interest in the property or business concerned should be clearly stated.
The directive then states that the usurper-in-chief Emmerson Mnangagwa “expects the full and urgent cooperation” by all targeted individuals “in responding to this directive.”
As already stated in a previous article, the sudden interest in tackling endemic corruption embedded with government by Mnangagwa after four decades of him feeding from the public trough is both rich and highly suspect.
If sincere about the anti-corruption campaign, then it is incumbent for Mnangagwa and Chiwenga to first lead by example for the sake of transparency and accountability. They must declare and make public all their assets including finances both within and outside the country accumulated over the years as career public servants.
Their assets should also include those registered to spouses (former and current), children, family members as well as small houses who may have benefited directly or indirectly from every individual under probe.
Furthermore, for the sake of fairness and credibility in the process, an outside independent non-governmental body or Special Commission should be established since the government or its agencies cannot be trusted to investigate its own. The Special Commission should be led by retired Judges like Justice Chris Greenland, respected academics such as Dr. Ibbo Mandaza or any such individuals as would be deemed fit by Zimbabweans.
The Special Commission should have the powers and full mandate to collect, contact and work with anyone including international bodies, financial institutions and governments to demand and obtain records of finances and assets hidden outside Zimbabwe. Most importantly, they should be able to do so without government interference or oversight.
Upon conclusion, the findings should be made public, including each individual’s name, list of assets and worth. Anything short of that will confirm that the fake anti-corruption campaign is nothing but a political ruse to purge perceived political threats in the run up to the General Elections.
Otherwise, short of that, every civil servant and senior government bureaucrats “expected” to comply with the directive to declare assets by February 28 should in unison, resist and refuse to comply unless and until the usurper pair lead by example and publicly declare their assets first.
